From the Agawam Diner. I found the recipe in a recent issue of Saveur. They say in the description that it's similiar to American Chili Mac.

Ingredients
2 1/2 tbsp. extra virgin olive oil
4 tbsp. butter
1 medium onion, finely chopped
1 medium green pepper, finely chopped
1 lbs. lean ground beef
2 tsp garlic powder
2 tsp onion powder
1 tsp paprika
1/2 tsp crushed red pepper flakes
1 tsp salt
1 tbsp pepper
28 oz whole peeled tomatoes (unflavored)
30 oz tomato sauce (unflavored)
2 tsp sugar
1/8 tsp ground cinnamon
1 lbs. dried elbow macaroni (about 500 grams)
Directions
  1. Heat olive oil and butter in a large pot over medium-high heat. Add onion and green pepper and cook until softened.

  2. Add ground beef, garlic powder, onion powder, paprika and crushed red pepper flakes.

  3. Add peeled tomatoes (with its own juice) and crush tomatoes in your hands. Add tomato sauce, sugar, cinnamon, salt and pepper. Simmer for 45 minutes. Sauce will thicken.

  4. In the meantime, cook elbow macaroni. Toss into sauce and cook an additional 10 minutes.

  5. Enjoy!
