semi caserole before baking with cheese

Ingredients
1 cup cabbage
1 cup celery
1 cup pasta
2 tbsp sugar
1/4 green pepper
1 stalk celery
100 g ground beef
1 cup tomato paste
1 cup diced tomato
1 clove garlic
Directions
  1. Cook pasta according to package directions until just tender; drain well.

  2. In a large skillet over medium heat, saute beef with onion, cabbage, and celery, breaking up with a spoon.

  3. Cook, stirring, until almost cooked through. Add garlic and salt and cook for 2 to 3 minutes longer.

  4. Stir in the tomatoes, tomato sauce, granulated sugar, and the cooked drained pasta.
